Provinces with SEALs being advisors in 14 of the Provinces, and Army Special Forces advising two of the Provinces. The SEAL Advisors were specially chosen and trained enlisted SEALs (with the exception of 2 officers for unique situa- tions, who for the most part had previous Vietnam tours with a SEAL Platoon). The advisors were some of the best we had, they were given a great deal of responsibility. The advisors reported operationally to a CIA officer, who was referred to as the “O”--Officers or Operations Officer, He was either a regular CIA officer, a contract CIA, or in some cases, a military officer who fulfilled the CIA position. Normally the CIA officer did not get involved with the details of PRU operations. For the most part, he wanted to know when the advisor was going on an operation and where the operation was going to be, in case some assistance was required on his part.
